I think you are over thinking things. It does not mean that if he did not delete you as his friend in facebook he wants to be your friend already. You should not base your life on facebook. I personally accept friend requests form persons I literally do not even know.
Best thing for you is just to initiate the friendship. Just get to know him. There is no harm in being friendly.
