Not always, it really depends on the picture.
If she's displaying a mile of cleavage then that probably is the signal you're giving off. but if it's one of her with a birthday cake and her nan in the background I imagine she won't think..."he wants to bone me".
It's all about context. Just as a rule of thumb, imagine them asking why does he like this and if there is no other reason but he wants to have sex with me then that's the signal you're giving off.
