No, she does not have to be in high school. I'm 13 and I have a facebook. I am not yet in high school either and when it asks for a high school you can just put the one you will go to. As long as she's 13 there won't be any problems.

i have been using facebook since i was 11
you just have to put a fake age when you are signing up
all my friends have been using facebook since they were.... pretty young
facebook is real fun so i see no harm in letting her have a facebook... im 13 myself right now and facebook is my most visited site... almost... haha
