Well, if it's your girlfriend and you like the picture, then DEFINITELY comment something nice on it, but tell the truth.
For instance:
-You look gorgeous in that (insert article of clothing), or whatever you like about the picture.
-I'm so proud you're my girlfriend. You look awesome in this picture.
-I'm so lucky to have such a beautiful girlfriend.
That not only makes her feel special and pretty, but it shows her that you care for her and that's all positive.

Like it. The next day say something like how you doin or whatever from the other people. That way you'll seem all cool and mysterious, but show you really care about her.
