I think that they are both almost equal in who gets more hate
Justin Bieber is new, and does have a lot of fans, but he has more haters than Miley Cyrus when she started out
So at the moment, they are both pretty equally hated... but in a sense Justin Bieber is more hated than Miley Cyrus
I personally don't really like Miley Cyrus, she seems a little self-concieted
Justin Bieber, I don't really like his music, and people just love to make fun of hem because of his voice still being high (so maybe not all the tweets about him are positive)

i think miley's hate days are nearly over , it's been a while since that chick's done much .
i'm not a 'hater' i just don't like justin bieber very much .
