If you go to your privacy page on Facebook and only allow certain networks to search for you (ie. people in college networks and people in company networks), what happens if someone who searches for you is in both a college network and a regional network? If you do not allow people in regional networks to search for you and you allow people in college networks to search for you, can this person who is in both a college and regional network search for you?

if they are in one of your 'allowed' networks than that over rides the 'banned' network

you can completely block the person in the privacy page, or if you prefer set individual settings for the friend
