On Amazon, you can buy the disk, but I want to download it because I don't have an optical drive. GOG and Amazon both, for some reason, no longer sell it. Amazon sells a disk version, however I am not paying $20 to get an optical drive. I honestly can't imagine spending more than $10 on a game. I also don't want to pirate.

The older "classic" Fallout games were removed from sale (digitally at least) everywhere due to Interplay's rights to the games expiring and transferring to ZeniMax Media (Bethesda's parent company).

Bethesda posted on Twitter back in January that they were working to bring them back to Steam. Someone tweeted back asking about GOG and Bethesda responded that they would look at other outlets once they were back on Steam.

So currently you can't get them digitally but hopefully soon enough you will be able to get them again on Steam.

Edit* - One option if you're familiar with Steam and Steam trading is to try and trade for a copy.
