I have an account for my dogs and this person stole a pic of my dog and is pretending that it's hers... What can I do? She's been reported by hundred of people. Wtf, Instagram? Majority of the reports I can send on ask for a photo id but they're not impersonating me, it's my dog. What the heck can I do?

I'm new to Instagram, but did you confront her? And why would she do that? Payback or something or she just wants to impersonate you?
