what does it mean when the name of the one i'm following has a blue check mark beside it? does it mean anything?

this means that that person is the real person. there are many imposters with lady gaga as their twitter names. the one with the blue check mark beside it is the real lady gaga.

It means they are a "Verified" account. This is often used for celebrities, and it shows that Twitter have confirmed that the person tweeting from that account either is, or is acting under authority from the celebrity that the account is about.
It's so you don't get mixed up and follow people who are pretending to be celebrities.
