Hi Jennifer,
There is no official Instagram app available for Windows Phone. However, there are free and paid third party Instagram apps available.
The best example is 'Instance' (paid or free with ads). It allows you to register an account, upload, like, comment, follow and find your Facebook friends; just like the Instagram app on Android and iPhone.
