On instagram someone put s4s 2k+.only i dont get it and eveybody left a comment saying done

It means "Shout out for shout out if you have more than two thousand followers"
A "shout out" is a a request asking for people to get their followers to follow you.
What has happened here is that the person has asked people with more than two thousand followers to get these followers to follow them. They will then reciprocate by getting their followers to follow back.
