Yes, they will still see your tweet to them even if they don't follow you, as a notification would come up in their interactions column.

Even if the person does not follow you you can still send a tweet to them and they will see it. It will only show up in the persons notification center not there news feed. Tweet safely lol

Yes, your tweet will still come up on their homepage if you write to them and if they choose to 'retweet' your message it will appear on the person's twitter page, so everyone can view it.
