I put popular hashtags on my pictures but I'm only getting likes off my followers... I uploaded a new picture and put a few really unpopular hashtags on, with spelling mistakes etc to test, I clicked on them and my picture didn't come up under the hashtag... There were pictures at the top that people had uploaded with that specific hashtag from weeks ago though...

Either your pictures are bad but im pretty sure instagram blocked most of those thing but you can
