I see that everyone here on yahoo answers has an avatar picture. How can I get one of those?

Yahoo closed the avatar site from April 1st 2013. Just find it from other websites and upload it.

Yahoo no longer supports the creation of their cartoon avatars.
You can use a photo avatar or a cartoon avatar from another site, and if you have a Facebook or Twitter account, you can also use those avatars.
Go to: http://profile.yahoo.com/y/settings/privacy/ - make sure your profile isn't hidden, because if it is, your avatar won't show.
In case you want to use a Facebook or Twitter avatar, you need to link those accounts in the Profile options.

You have several options in case you want a photo avatar:
a) go to your Yahoo! Answers settings at http://answers.yahoo.com/my-activity > click edit my preferences near your current pic > click "Update photo or avatar",
b) go to your Yahoo! Profile at http://profile.yahoo.com/ , click on the current avatar.
Now upload a picture or choose one of the pics you've uploaded previously - the format can be bmp, jpg, png, or .gif.
Note: if you are on a mobile, you need to switch to desktop mode first in order for this to work.

Yahoo no longer offers avatars but you can do this:
Choose either a cartoon or a photo avatar
Create a personal avatar below not a moving or large one, right click and save it to you pc then follow the upload directions below..

At this time you can not upload a picture from a mobile device, perhaps that will change in the future.
For now profile changes must be made from a computer.
Go here , http://profile.yahoo.com top center put the arrow on your avatar or !, click change picture.
From there you can upload a Picture from your computer or import a picture from facebook. When finished click submit on the next page. Sometimes it dose not automatically go back to,
http://answers.yahoo.com/my-activity/edit/about and sometimes the image dose not automatically change, click submit at the bottom of the page and it will change.

Yahoo Answers did away with their Avatar Maker.
If you want a custom avatar go to one of these sites and make a custom avatar, save it to your computer and upload it as a picture.

As of April 1, 2013 the Yahoo Avatars site has been discontinued. You can no longer create a new Yahoo Avatar or change or update your current Yahoo Avatar.

You can upload a picture from your personal files:
Go to your Profile page: http://profile.yahoo.com
Place your cursor over your current avatar
-Click the Change Picture window
Select Upload
Open the folder with your pics or images
Select the picture or avatar you want to use and click Open
