Being blocked shouldn't keep you from doing all that. Try just refreshing the page a few times and see if that helps. If not, do the full cleanup by signing out, clearing cache, cookies and temporary files and restart the computer.

On the new format here when you are blocked you cannot answer the question asked but you can see it.
You cannot Follow (star) a question asked by the person who has blocked you either.
If you are blocked you cannot Follow that user.
This is just your second question and if this is about instagram as your other question is then you will need to make that clear.
