If someone on facebook made it so that only friends can search them up and find them, wouldnt they still be visible in someone's friend's list? like if i clicked "See All" on someone's list, wouldnt that person be on that list?

Nope, being set to Friends Only is just that..
Visible to friends only.
Facebook are very good with privacy..
You basically have to fish out your friends and add them on the site.
