it doesn't mean an actual whore on twitter , what it means is that the person pretty much lives on twitter. they must update twitter every freakin' sec.
just like people who live on myspace and facebook.

It just means someone who is ALWAYS on Twitter, they can't stop "tweeting", and they're just obsessed with it.
