How can I get more instagram followers WITHOUT following tons of people, buying followers, hashtags, etc. nothing works. There's a few people who have like 11k and. Want that. Help me?!?!?!?!?!

Just like hundreds of photots a day even if you think the photo is crap and comment on photos if you like a lot of peoples photos they most likely follow you
or just upload interesting pics that people want to see what your gonna upload next

If you don't want to follow people (although this is the main way in getting followers), and you won't use hashtags, I'm afraid its going to be rather difficult.
You could go to the hashtag you like (for example, if you liked dogs, you would go to #dogs) and then like a few of them. You may get a few likes, or maybe even followers.
Also comment and try to engage yourself, such as if you used #dogs , say "Cute dog! I love that breed" or whatever, they may follow you or give likes. I think that's the only way really, unless you make a bunch of fake accounts and follow yourself.
