This is an app on Facebook called 'Bitsrips'.
You can create your own cartoon look alike and apply yourself into funny scenarios with friends. Hoped this helped.

It's an app called "Bitstrips". You create a character and put together different scenes that can include friends. They put it on Facebook now and everyone seems to enjoy it.
