Its an instagram/twitterthing where you "hashtag" your photo, # is a hashtag. On instagram if you # a photo then you can search it and it will be in a collection of other photos with the same hashtags; like #dog #baby #peanut. When people say "HASHTAG [Insert here]" they're just being annoying.

the symbol for hashtag is #. Like in twitter it is simply used to state how you feel, what you are doing, etc. (Examples: #IDontKnowWhatHashtagMeans, #Welovecats, #tired, and #Jelena.

It is used as a way to meaure trends on twitter. For example, if somebody is watching snow white, they could tweet:
"whatching the best movie of all time #snow white"
when lots of people put #snow-white in their tweets, twitter will put #snow-white As a trending movie on their list of top trends.
