after you move in go to garage sales, thrift stores, and ask all family for leftovers.
i got all kinds of things leftover for the kitchen, even tv's lamps, etc.

You are allowed to get it whenever you want.
Depending on your budget you can buy new or you can buy used, you can sometimes even get furniture for free. Look at the following places....
Facebook - we have local swap n shop groups (many communities have these on facebook so have a look)
Bulletin Boards in your community often have things for sale
Newspaper Classifieds
Craigslist
Thrift Stores
Garage Sales
Friends, Family and Neighbors sometimes have things they want to get rid of but have not done so
Freecycle is a great source for free furniture

It depends on your income and available funds. My first apartment (before the credit card) was a studio, I slept in a sleeping bag on the floor and a chair was my first purchase. It was used but looked nearly new. I did not have family to help so I had to save my money and spent my spare time in the new city hunting for bargains. I did in time buy brand new from a rent to own company, but only after I had my kitchen (pots pans - so I was able to cook eating out has always been expensive but o is ruining food when you try to cook - so I bartered babysitting for cooking lessons, and I'm still not good)

Cheap, Ikea, good, not Ikea. Good and cheap go to thift stores like Goodwill and Salavation Army. The old furniture was made to last and is much better than anything made today.
