Facebook does not have a real way of telling you who has visited your profile, and the other person cannot see if you have visited theirs.
So no.

No . There is no way to see who is looking at your profile or can see you are looking at your profile . At least not yet .

No they don"t know that you are at their profile if you aren't friends with someone.If you see that your friend have facebook now you send her friend request and you see that she accepted your friend request right now and you comment on her profile she sees you are online and you comment that Thanks for accepting my friend request and she still going to see you that you comment it and she going to answer your question.Hope this Helps

look as much as you want. There is no infringement.
no one except you will know, not that it matters, but who really cares anymore.
Be adventurous say "hey your profile caught my attention"
tell the person it looks good if that is the way you feel.
it will not hurt you and you may make a friend.
Worse scenario neglect or indifference from the person. You would have done a good thing.
Don't sweat the small stuff. It just is not important in the greater scheme of thigs
