So my mom is being unfair and she's not going to pay my phone. I always use wifi & my phone automatically connects to school wifi and home & my aunts house wifi. Will I be able to use apps like twitter if my mom cuts my line but I use wifi?

Yes you can still use wifi. I've done that with a couple devices that were never even activated to begin with.
