My friends say that they don't allow strangers to follow them. Is it weird or not safe to allow strangers to follow you? Also, what about instagram?

I wouldn't say it is safe for people that you do not know to follow you on ANY social media site.

depend on situation in good side it's mean many peole care you and like you but in bad side someone who dislike you can bully you in twitter or etc like artist

Yeah just don't have personal stuff (where you live, phone number etc. etc.) If they ever do anything inappropriate you can always block them.
