My career goal is to be an art/creative director in either advertisement or animation (the two are completely different, I know), so I plan on majoring in both Graphic Design and Business. I'm going to take Business rather than Advertising because I want a BBA in case graphic design doesn't work out(having a BBA makes me more flexible) and because Business covers advertising and marketing.
The problem with this is that I have to stay in-state for college (my parents paying for it--their money, their rules) and there aren't many colleges in my state that offer both MFA (Graphic Design) and BBA, so is it possible to take Business for 2 years at a 4-year university and then transfer to an art school for Graphic Design for 2 or 4 years? Is it a bad idea?

Your first 2 years at any college is going to be general education (math, english, humanities, social sciences, etc.). The last 2 years of a 4 year college is used to work towards your major. Since there isn't a college with both majors, there isn't a possibly of double majoring. However, if you REALLY wanted to, you could go to one college for 4 years, get a BBA (or MFA), and then transfer to the other college for you other degree and only have to take 2 years worth of classes.

If you want a double major in graphic design and business, you need a school that offers a BA or BS in business plus a BFA (not an MFA) or a BA in graphic design. An MFA is a grad program, and you'd need a bachelors in graphic design to get into any MFA program.
You could also simply major in art, and do classwork in graphic design, plus do your business major. You'd double major in art and in business. I suggest this because very few schools offer a specific major in graphic design, but a lot of them offer a major in art, with a concentration in graphic design. This combo - art and business - would give you a lot more choices of colleges.
Your idea of going to one school for 2 years for business, and another for 2 years for graphic design, won't work. You wouldn't have enough coursework in two years for either a business or a design major. Graphic design (and art) tends to be a full four year major. You can't cram it into only two years.
