You can't if they're careful . . . but if they filled in all the Info correctly, matching Birth dates will do it.
I have several Friends with 2 Accounts (& one with 3!), but none of them are trying to hide the fact . . .

sometimes people open FB account with their fake identity as it is not verified. if it belongs to one person, you can search the person's name to see whether 2 accounts after his name.

there is no way to know for sure - all you can do is report both profiles as fake and see what facebook does about it - if it's the same person, one or both of the accounts will get deleted
