Is there a way to view how many time you look at someone's Facebook profile or whose profile you go to the most? Not how many times someone has looked at your's or if other people can see how many times you've looked at theirs. Thanks.

Nope.
Facebook's creator has addressed this several times, there's no application or any other method that can track who visits your profile, its all lies and its illegal as Facebook will never authorize something like that.

I think that kind of feature currently not available. Facebook highly concern its users privacy.

No, sometimes I get things posted on my wall that say: "I have hacked such and such's profile!" or "I have viewed such and such's profile the most!"
It's all just scam, ignore it.
