post a lot, and make the stuff interesting, things that make people look forward to your next post, and make sure to follow a lot of people, not just celebs, people that are not well known.

I use a service to get my twitter accounts in the thousands. You can try them out at tweetmore.com and see if it works out for you. They offer a $1 trial for 5 days use of their software. And their software does a targeted search based on user input on twitter to find you exactly the type of people you are looking to follow you.
