In case of deeply explaining, I would say that I would like to share .jpg -or similar- image files uploaded by anyone on web - except for Twitter - without uploading it again via photo-icon on Twitter. In other words, I would like to convert any image URL to the tweet as "pic.twitter.com/..." without uploading. Is there any means to do it?

There is no way to share image to other without upload. If you want to share any image, you must upload it.
