Gif (pronounced giff not jiff contrary to what most people say) is an image format, It doesn't have to be used for it, but it's usually used for movie images.

GIF stands for "Graphics Interchange Format". It's a file format used for small images, often (though not necessarily) animated ones. It has nothing to do with Twitter — GIF images are used all over the place, not just on Twitter.
Drew is incorrect about the pronunciation; the official pronunciation is "jiff" with a soft "G". This is explained by Steve Wilhite, the creator of the GIF format, in the article linked below.
