My mother somehow ended up with two Facebook accounts (she doesn't remember how); one associated with her primary email and the other with her secondary email. Recently, her primary email service got cancelled for good.

She wants to change her primary Facebook account (which is currently connected to her primary email) so that it uses her secondary email. But seeing as her secondary email is connected to another Facebook account, it gives me this message when I try to add the secondary email address as a new email to her primary Facebook account:
"The email address you entered is already in use on another Facebook account."

I deactivated her secondary Facebook account, but it still gives me that same message on the primary account. Does it just take time for the deactivation to register within the system or is it just not possible to permanently get rid of a Facebook account?

It supposedly deletes an account after 14 days of "Suspending" it - says on their site pretty clearly.
They give you 14 days to change your mind as they don't want to lose members and stock value.

Simple Just Go your Old Profile and Then Change the email address there and DELETE the facebook account permanently and wait for 14 Days and then You can Successfully use that Email with a new account.

Just deactivate the account and never use it for 14 days. But make sure to change the email of the account to be deleted before you delete it.
