So if I really liked this video/music video and I want to share a snippet of it on Instagram will there be like copyright rules etc?

If you are not the original author of a creative work then you need a license from the copyright owners if you're going duplicate and distribute them ANYWHERE. If you have the necessary license, you can use that as a counter-notification when your copy is flagged as a copyright infringement.

You're not the copyright owner. it's illegal to post it anywhere, period
