Follow a bunch of verified twitter accounts.
Tweet a lot. Tweet about the trending topics and current events.
That usually gets you the attention.
And talk/mention a few of the verified or the popular tweeters (like Lord Voldemort). =]

put #Teamfollowbackinstanly on your follow and then follow alot of people and tell them to follow back then do and if you have myspace,facebook,or youtube tell them to follow you make a youtube video telling people to follow you do the trending topics to they cause a lot of attention.
