When you follow someone, there are more chances that your posts or activities are viewed by many more people. So this happens to others that they would like to follow you.

Sounds me a particular case of yours. When I follow someone, I'm not getting more followers. Actually in most cases I won't even get a follow-back! I favor reciprocity so if I follow someone I expect to be followed so if I'm not followed in a reasonable time, I unfollow!.
And NO I don't follow "celebrities". When I'm interested in someone's tweets and this user won't follow me, I bookmark the twitter account but I DON'T FOLLOW!
I do note that when I get a new follower, in a short time I get some more but the reason is that some particular twit of mine calls more attention.
