Inert electrodes do not participate in redox reactions taking place in a galvanic cell but rather just completes the circuit. In this diagram is it correct to say that the solid copper electrode is an inert electrode?

No the copper electrode is not an inert electrode, it is in a solution of its ions and therefore participates in the reaction.

Carbon anode in a ZnCl cell would be inert.

Copper is present as ions in the electrolyte with its salt.
