someone in my school hacks twitter accounts and is starting to hack everyone in our schools and celebrities. Is this illegal? What can happen? Will he be found out and how? Everyone is getting sick of it and he knows like everyones conversations on direct messaging.

If he's using school property to do that I expect the school will inform the local authorities.
