It can be used to connect a USB ADSL modem to a router with an RJ45 socket. It is not for connecting a USB drive to the network.

These adapters are used to connect a USB modem to a router that only has ethernet ports to connect to a modem. They're not intended for sharing a flash drive over the network. There are many routers that have USB ports for the sharing of network periphrials such as printers and hard drives. If you want to have file sharing over a network, there are also external hard drives with ethernet ports that can plug directly into your existing router.
