It depends upon the internet service provider. According to me i does not feel like this.

Google Plus is not slow,
Call your ISP,
Google plus is much faster than facebook.

May be google+ survice is very busy. it can also happens for your slow connection of internet.

maybe: because facebook components decrease picture sizes to a user friendly size for low speed internet connections. high speed internet users have no any problem with google plus! because: their internet can load high quality photos in a short time without any problem! and also google plus accept GIF Animated photos! these type of photos will harm to speed of low speed internet connections!
