can people that you are not friends with on facebook see if you are viewing their profile (even if it is just a limited form of their profile) just wondering....thanks!

No, it's a violation of the terms of use on Facebook. I suppose that there may be an application, but using them will likely cause Facebook to delete your account since you are violating the privacy.
Probably the main purpose of these dumb applications are to get people's data once you allow them to share your data. This isn't a good idea as these fake applications aren't run by the Facebook company, and you don't know who owns the application (but it's most likely to be a stalker or a freak person).
"Facebook does not allow users to track profile views or see statistics on how often a particular piece of content has been viewed and by whom without your consent."
