They aren't real followers. They are puppet accounts set up to pad followers lists.
If you want to waste your money, go ahead, Twitter won't care.
Does it work? For what? Most people who use Twitter regularily can spot padded Twitter accounts. If doesn't offer any credibility, it simply inflates your follower numbers.
