Charlie Sheen got his by being a very public idiot in the process of self destructing. People want to see a train wreck in progress.
You need to follow people. You can also try things like Blog. If blog gets popular, then ask people there to follow you.

I'm not aware if there are some who are into shady practices like buying a bunch of spam followers just so they appear to have a huge follower base. Unless you are super popular or a celebrity, the chances of you getting twitter followers ( and a lot of them ) out there is to engage for real. You must show authenticity while bringing something valuable to your twitter community. Besides, would you want a bunch of strangers following you for the ride, minus caring for what you really have to say? Twitter is more than just a popularity contest; it's a place where you connect and build relationships with tweeple.
