I wanted to use it because i LOVE facebook and i heard it an easy way to use it, but i don't know if it will cost a monthly thing or if its just fee after you buy the actual app. HELP!!!! thanks

The facebook app for the iPod touch and iPhone is TOTLLY FREE. There are no monthly fees or anything.
Just go to the app store and search for "facebook" download the app and you are ready to go .

no it doesn't.
even the app is free.
