Yes -- you can have as many accounts as you want as long as you use a separate email address.

Yes you can, you can also create business pages or group pages on where you can choose to be the admin.

yes, if you use a different email adress.. but if you use someone elses photos such as a friends, celebrity or a stranger and claim that it is you.. that is illegal and you can be charged for fraud
