Are you the Page Owner ? If Not That May Be Why
Check your Picture Size and File Type Make Sure it Meets Facebook's Requirements

There is a limit of fans that you shouldn't exceed... If you exeed that number then you'll not be able to Change the name

check the resolution of the picture. Fb only supports a limited resolution pics
