I got 2 and they are both bots.

1. Publish good content.
If you're updating about the sandwich you ate for lunch, people aren't going to be interested. Share something worth reading.
2. Readability.
And some class. Goes hand in hand with #1. iF u tAlk leik dis omgwtfffff i hate u all OR IN CAPS LOKZ ALL TEH TImE hehelololol, I will ignore you. Bigoted/slandering comments and being a jerk in general are also bad ideas.
3. Network.
Interact with other users. Talk to them, follow them if they're interesting. Link from offsite.
4. Update frequently.
This goes somewhat with the good content bit. I noticed a steep dropoff in followers when I stopped tweeting as often. An empty and outdated stream looks... well, empty and outdated.
If you've just started, don't worry about not having much traffic right off the bat. Building up readers takes time.

Tweet frequently and tweet about a variety of issues (in order to attract followers of different interests). Try tweeting on trending topics now and then and this will work in getting a few followers at least. Follow some people whose tweets interest you- they may follow yuo back.
