Follow the most followed accounts on Twitter (ie: Justin Bieber, Ellen, Ferrel Will, etc). What some companies do is they follow people that are following those accounts. So just follow Justin Bieber and you may get a few more "ghost followers".

follow the more relevant account on twitter. so that you can get more relevant followers.

try http://followmania.com/ and unfollow the people it makes you follow

Use hash tags and try to follow accounts that are relevant to you. Also, try promoting your account through websites like this, or YouTube, etc.
