yes you can, only if there profile isnt private.

Yeah of course, find the individual on search. Go on to their profile, then click message (top right), and you can chat all day long even if their not 'your friend'

Ofcourse You can send message on facebook to non friend but if they dont lock their private message or have permission to send message everyone
