You can always follow people and hope they will follow you back but this is pretty slow process and you can get banned if you do it excessively. Just write interesting twits, ask your friends to follow you and maybe you will get followers in the natural way.
Or you can always buy twitter followers, if you have a budget of course. You can get quite a lot of them in a short period of time, again, don't do it excessively.
