Well idk if this will work for you but it worked for me...
Follow people until twitter says you can't follow anymore (a lot of the people you follow will follow back) the next day go to an unfollow app or website and unfollow all the people who didnt follow back... Just repeat that until you reach how many followers you want it might take awhile but you'll get there
