From facebook official page( http://www.facebook.com/policy.php)

■ "You can still hide yourself from Facebook Search results, but your publicly available information—Name, Profile Picture, Networks, Current City, Gender, Friend List, and Pages—will now be visible to anyone visiting your profile."

So you can't hide your profile picture..........All you do is you can set the privacy of the "profile picture" folder so that no other person see all of your profile pictures.
For doing this, go to this link: http://www.facebook.com/settings/?tab=privacy&ref=mb#/settings/?tab=privacy§ion=profile
Then select "Edit settings" of "photo Albums" and then set the privacy of your "Profile picture" to "friends"........

Thus only your friends will be able to view collection of profile pictures( if you have more than one) but everyone will see your current Profile picture.
